Unbuttoned woman found outside Lebanon Democrat with urine on her, charged with public intox

45-year-old Carrie Richmond was charged with public intoxication after flagging police down with blood on her clothes, and two days later urinating on herself in front of Lebanon Democrat.

On October 24th, Lebanon Police Officer Tucker Robert was flagged down by Carrie Richmond while on patrol of East High Street. When he stopped, he noticed blood on her clothes and a strong odor of alcohol coming from her. Richmond was unsteady on her feet, her speech was slurred, and she informed Officer Robert she got into a fight with a man in a pickup truck.

On October 26th, Lebanon Police Officer Huckaby responded to the Lebanon Democrat, located at 402 North Cumberland Street, to a report of a woman with her pants down. Upon arrival, Officer Huckaby identified the woman as Carrie Richmond, who was sitting on an abandoned couch with a dumpster lid on her head. Richmond was reported having red, watery eyes, slurred speech and was unsteady on her feet. Her pants were reportedly unbuttoned and she urinated on herself.

Carrie Richmond was arrested and charged with public intoxication. She is currently jailed in lieu of a $3,000 bond.
