Passenger in accident refuses to get back in vehicle; charged with public intoxication

26-year-old Richard Fisher was charged with public intoxication when officers responded to a report of a vehicle collision, realized he may have been intoxicated, and he refused to get back into the passenger side of the vehicle.

On September 6th, Lebanon Police Officer Vinson was assisting Officer Ragland with the scene of an accident at Cahoots located at 427 South College Street when they observed the passenger of the vehicle, Richard Fisher, had a strong odor of alcohol on his breath, and his eyes were red.

When Fisher exited the vehicle he was unstable on his feet and his speech was slurred. Officer Vinson asked him to get back in the car several times but he refused to comply.

Richard Fisher was arrested and charged with public intoxication. His bond was set at $1,000.
