Man on “all fours” eating narcotics, police say, after lurking outside woman’s home

42-year-old Jamie Orrand was charged with criminal attempt, assault, evading arrest, resisting arrest, and vandalism after he attempted to elude an officer that caught him trying to break into a window, then passing out from eating narcotics.

On October 4th, Watertown Police Officer Nicholas Deck responded to a call on Woodland Annex and Cornwell Avenue in Watertown, Tennessee. Kristen Pease saw Jamie Orrand running from the side of her yard to the neighbor’s yard after hearing her dog barking.

Orrand attempted to break into a neighbor’s house through a side window, causing damage to it. When Officer Deck shouted multiple commands while several citizens watched. The commands were for Orrand to lie down on his stomach. Orrand, on all fours, was seen eating narcotics then was taken to the emergency room after passing out. Upon awaking, from naloxone being administered, he began to fight with Officer Deck and hospital staff causing a laceration to the officer’s leg.

Jamie Orrand was arrested and charged with criminal attempt, assault on an officer, evading arrest, resisting arrest, and vandalism. He currently being jailed in lieu of a $9,000 bond.
