Couple found intoxicated and passed out in vehicle with toddler in backseat

31-year-old Stephen Ingram and 29-year-old Kyra Ingram were charged with possession of heroin, drug paraphernalia, child neglect, and public intoxication after officers found them passed out in a vehicle with their 2-year-old in the backseat.

On November 14th, Lebanon Police Officer Richard Clark arrived at the Lebanon Waste Convenience Center, at 923 East Baddour Parkway, in response to a call about individuals passed out in their vehicle inside the fenced area. Upon arrival, the officer reported seeing Stephen and Kyra Ingram unconscious in the front seats and a 2-year-old child strapped in a child restraint seat in the rear.

Officer Clark advised he knocked on the windows to wake them up and both Stephen and Kyra appeared to be confused. He stated Stephen was able to answer some questions but Kyra remained disoriented. The officer noted a green leafy material scattered on the floor and proceeded to search the vehicle. The search of a purse revealed a tin box containing three cut straws and a folded piece of paper with a plastic bag of white powder, which Kyra admitted was heroin.

Stephen and Kyra Ingram were arrested and charged with possession of heroin, drug paraphernalia, child neglect, and public intoxication. They are each currently jailed in lieu of a $22,500 bond.
