41-year-old Ruscilla Tiger-Riggan was charged with domestic assault after she was reported to police for grabbing him, slapping him in the abdomen, and then trapping him in their laundry room, per report.
On June 25th, officers found victim James Riggan a few minutes after making contact with defendant Ruscilla Tiger-Riggan. Ruscilla refused to give any information to police but James said they had been arguing earlier in their house located at 114 Due West Drive in Mt. Juliet.
James continued to tell police that she followed him around the house while arguing until she grabbed him, slapped him, and cornered him in the laundry room. He said that she would not let him leave. Their child witnessed that she slapped him in the abdomen. Police noticed scratches and redness after asking James to lift his shirt. Ruscilla admitted to holding him against his will in the laundry room and police observed her with blood underneath her fingernails. She was determined to be the primary aggressor and subsequently was placed into custody.
Ruscilla Tiger-Riggan was arrested and charged with domestic assault. She was later released on her own recognizance.
